Rambo heard about four hours of oral arguments in the lawsuit filed by the American Farm Bureau Federation, the National Home Builders Association, and other plaintiffs over the U.S. EPA’s Chesapeake Bay Total Maximum Daily Load (TMDL), issued in December 2010.
