Virginia’s State Water Control Board and the Department of Environmental Quality (DEQ) are holding four public hearings in December 2013 for public comments on the reissuance and possible amendment of the Virginia Pollution Abatement (VPA) General Permit Regulation for Animal Feeding Operations (AFOs) (9 VAC 25-192 in the Virginia Administrative Code).
According to the Virginia Regulatory Town Hall notice about the reissuance of this general permit regulation (online at http://townhall.virginia.gov/L/viewaction.cfm?actionid=3733&display=stages), “The current VPA general permit expires on November 15, 2014. The VPA General Permit Regulation for AFOs governs the pollutant management activities of animal wastes at AFOs not covered by a Virginia Pollutant Discharge Elimination System (VPDES) permit, and having 300 or more animal units utilizing a liquid manure collection and storage system. These AFOs may operate and maintain treatment works for waste storage, treatment or recycle and may perform land application of manure, wastewater, compost, or sludges.”
The public hearing meetings are as follows:
12/11/13, 7 p.m., at the DEQ’s Valley Regional Office, 4411 Early Road in Harrisonburg;
12/12/13, 7 p.m., at the DEQ’s Piedmont Regional Office, 4949-A Cox Road in Glen Allen;
12/18/13, 7 p.m., at the DEQ’s Blue Ridge Regional Office, 7705 Timberlake Road in Lynchburg; and
12/19/13, 7 p.m.: at the Culpeper County Library, 271 Southgate Shopping Center in Culpeper.
